This Fellowship program serves as a bridge between U.S. and foreign leaders, working together to find solutions to the world’s most significant challenges. These include combating climate change, advancing human rights, expanding access to education, and reinforcing global health security.
Through the program, participants gain leadership skills and establish enduring relationships in vital sectors, connecting American professionals with their international counterparts. Fellows benefit from a tailored academic experience at more than a dozen U.S. universities, fostering collaboration across various disciplines. The program boasts a network of over 6,450 alumni, many of whom are global leaders, including heads of state, supreme court justices, mayors, governors, and executives in various organizations.
The Hubert H. Humphrey Fellowship Program was created in 1978 as a tribute to the late Senator and Vice President, Hubert H. Humphrey. President Jimmy Carter announced the creation of this initiative during a speech in Venezuela, intending to establish a program that reflected values such as democracy, social justice, and a commitment to assisting developing nations. In 1979, the program welcomed its first cohort of 27 mid-career professionals from 24 countries to 11 U.S. universities.
Humphrey Fellows and alumni are influential global leaders who collaborate with both U.S. and international counterparts to address pressing challenges that impact communities worldwide. Their work extends beyond borders, fostering an inclusive and resilient global society, advocating for good governance, promoting human rights, and supporting sustainable livelihoods and peaceful coexistence.

Eligibility Criteria:
To qualify for the Hubert H. Humphrey Fellowship Program, applicants must:
- Be a citizen of an eligible country
- Hold an undergraduate (Bachelor’s) degree
- You have to have no less than 5 years of permanently job expertise.
- Exhibit leadership skills and a history of public service
- Have minimal prior exposure to the United States.
- Demonstrate proficiency in the English
Application Process:
Prospective candidates must apply through the U.S. Embassy’s Public Affairs Section or the Binational Fulbright Commission in their home country. Deadlines for applications differ by country. Applicants must include:
- Complete and thorough answers to all questions in the application, with essay responses in English that address the given prompts
- Two letters of recommendation in English, one of which must be from the current employer
- Official transcripts in English: these should include details of courses taken and grades earned. Diplomas only need to be uploaded if the transcripts do not confirm the degree has been awarded.
After being selected at the national level, nominations are reviewed by independent committees in the U.S., and final approval is made by the J. William Fulbright Foreign Scholarship Board. Once this process is completed, the U.S. Embassies and Binational Fulbright Commissions notify candidates about their application status.
